Miguel Gaspar has a deep knowledge on public policy and public administration but bountiful experience from both the private and public sectors. He has delivered high impact projects across more than 20 years of professional experience. With SIBS, he has been working with cities, public administration, and companies to modernise and transform commerce and citizen relationships through innovation and process transformation. As deputy mayor of the city of Lisbon, he was responsible for mobility policies, the local economy, entrepreneurship, and the smart city agenda. He pushed the Paris Agreement Agenda at city level and was responsible for leveraging the public and private sector in support of the Lisbon Green Pact. During his term Lisbon won praise for hosting the European Mobility Week, the 2020 Green Capital Award, and the SmartCities’ Smart 50 Awards. Then, as deputy for the Secretary of State for Mobility, Miguel co-authored the bill for the first ride hailing regulation in Europe, and the regulation for shared mobility in Portugal. Miguel was also a consultant, active in advising on mobility policies, the implementation of regulatory frameworks, and fostering innovation in the transport sector.
