Head of Mobility & Data Science Unit at CEA Vitoria-Gasteiz City Council | Spain

Juan Carlos Escudero-Achiaga is Head of the Mobility and Data Science Area of the Environmental Studies Centre of the Vitoria-Gasteiz City Council (CEA), where he was formally also Director. The CEA is a council body in charge of promoting the sustainable development of the municipality. Here, Juan has been responsible for implementing and promoting innovative strategies in sustainable urban planning, environmental information, and mobility. As such, he has coordinated the development of the city’s Sustainable Mobility and Public Space Plan, as well as its Environmental Information Strategy. With the Environmental Studies Centre, Juan aims to support the city council through the formulation of innovative pilots and the correct collection, management, analysis, and use of the best available information. These they use to formulate more effective urban policies. Support from the Horizon 2020 programme enabled Juan to launch pilots for new approaches in parking management, micro-logistics, and active mobility. Other career highlights include several research, development, and innovation (RDI) projects funded by the European Commission and participation in technical cooperation projects with UN Habitat and the UNEP in European, Asian, and Latin American cities. Also with UNEP, Juan coordinated the Vitoria-Gasteiz Global Environmental Outlook. Juan is also a member of the Expert Group on Urban Mobility of the European Commission and was previously a member of the technical committees in charge of the Vitoria-Gasteiz European Green Capital and Vitoria-Gasteiz Global Green City candidatures. He graduated in Technical Biology.
